About Rikers Island & the Borough-Based Jail System

In October 2019, the New York City Council passed, and Mayor Bill de Blasio signed into law, land use plans that would create four new, more modern jail facilities closer to courts and communities, and allow for the permanent closure of the jails on Rikers Island. This Borough Based Jails plan is scheduled to be complete by August 2027.

The Mayor’s Office of Criminal Justice, the Department of Correction, and NYC Health and Hospitals are the sponsor agencies for the Borough Based Jails system. Together we work to ensure that the criminal justice reform work is manifested in these new facilities.

The Department of Design and Construction is the City agency procuring design/build firms to dismantle existing facilities, prepare the sites for new construction, and design and build the new facilities.
